Minutes of the Regular Meeting of the Council of the Township of Coleman held at the Council Chambers, 937907 Marsh Bay Road, Coleman Township, Ontario on Tuesday, October 11th, 2011 at 6:30 P.M.

ADOPTION OF THE AGENDA

BE IT RESOLVED THAT Council approves the agenda for the regular meeting of October 11th, 2011 as presented with the following additions to New Business:

BE IT RESOLVED THAT THE General Accounts in the amount of $267,439.37 be passed and paid. Carried.

The Clerk-Treasurer advised
– no quotes had been received for the Refinery Well decommissioning.
– quotes have been received for furniture for the Community Hall

Mayor Cleroux read an update submitted by Mr. Garett Hunting, Animal Control Officer.

BY-LAW

Motion 11-10-11 MOVED BY Cathy Marcella and SECONDED BY Susan Cote:
BE IT RESOLVED THAT By-Law No. 11-31 being a by-law to amend By-Law 10-27 being a by-law to provide for the setting of rates and charges for water supply in the Corporation of the Township of Coleman be read a first and second time. Carried.

BE IT RESOLVED THAT By-Law No. 11-10 be read a third and final time and be passed and enacted. Carried.

BUSINESS ARISING FROM THE MINUTES

1. A discussion was held regarding the Cobalt Refinery Site – The Clerk-Treasurer to invite Mr. Larry McCormak to attend a meeting in order to update Council.

2. The Refinery Well Decommissioning to be reviewed in November.

3. Chitaroni Subdivision to be deferred to the next Council meeting.

4. Fence Control will be included in the Official Plan Review.

5. The Clerk-Treasurer to forward the Alcohol Policy to the Municipal Lawyer for his comments.

6. Ontario Power Generation update reviewed.

NEW BUSINESS:

BE IT RESOLVED THAT Alvin Caldwell Sand & Gravel Ltd be hired to complete the construction on Mud Lake Road – $7,105.00. Carried.

Motion 11-10-14 MOVED BY Lois Perry and SECONDED BY Cathy Marcella:
BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay Zoe Koza’s fee for Minor Hockey in the amount of $120.00. Carried.

Motion 11-10-15 MOVED BY Lois Perry and SECONDED BY Cathy Marcella:
BE IT RESOLVED THAT the Clerk-Treasurer4 be authorized to purchase a wreath in the amount of $120.00 for Remembrance Day from The Royal Canadian Legion. Carried.

Council reviewed and approved the Ministry of Natural Resources’ Ontario Road Network Data Sharing agreement. The Clerk-Treasurer to prepare a by-law for the next meeting.

Council reviewed the following correspondence:
1. Historic Cobalt Corporation – deferred
2. Temiskaming Municipal Building Association report
3. Temiskaming Forest Alliance

Councillor Marcella advised she has received enquiries from Ms. Brenda Culp regarding Murphy Mill Road.

A letter of support will be sent to the Township of Cobalt for their Affordable Housing Project.

COMMITTEE REPORTS AND APPROVAL OF MINUTE

Coleman Water Distribution System
Notice has been received from The Ministry of Agriculture, Food and Rural Affairs advising the final payment will be deposited in the Township of Coleman account in the near future.

Bass Lake Committee
Councillor Perry advised Ryan Seguin, Surveyor, is looking into the “Ballast” matter and is working on completing the survey plan for future lots.

Public Safety
Councillor Tresidder advised he has started flushing and winterizing the hydrants in Coleman Township through his employment for the Town of Cobalt.

The Fire Department meeting was cancelled last week. The Food Bank and BBQ was very successful.

Environmental
Councillor Marcella advised a cover letter will be sent out with the recycling survey which will be mailed out soon.
