Minutes of a Special Meeting held in the Council Chambers, 937907 Marsh Bay Road, Coleman Township, on Wednesday, November 7th, 2007 at 6:00 p.m.

Mr. Sutton spoke for the Water Users. He showed Council a map, originally drawn by Mr. Paul Bogart which he and Mr. Lawrence Othmer have been working on it identifying some discrepancies on the location of some water lines. He questioned the distribution of the water consumption reports when they are received from the Town of Cobalt, how much water is used for bleeding due to freeze up or chlorine residuals and why the reserve had been depleted. He also questioned the use of Coleman Water Distribution by two Cobalt Residents.
Although the system is supposed to have one line per household, Mr. Sutton advised there are certain locations on the system where two lines exist. The Lafoy Residence is a location where two lines exist. Councillor Tresidder will investigate for confirmation that the two lines are both connected to the main.
He requested that the map be updated, lines brushed out and someone be delegated to look into this matter. He also requested a quarterly report.
Mrs. Cathy Marcella questioned the reasoning for hiring K Smart & Associates earlier this year. She felt the information given to her looked like a draft application with a vague map. Mayor Belanger advised they had been requested to submit an application which consisted of 300 words or less.
Water Users asked how large the reserve would have to be before rates could be reduced. Council advised a review of income and expenses would be conducted in January 2008.
Ms Chevrier requested that Council consider the installation of meters and heat cables at each residence. Users are looking for solutions from Council as they are the guardians of the system. Councillor Chitaroni advised the Township would assume responsibility for the water line located under the water which services Bilodeau’s and Chevrier’s.
Council agreed that the municipality is responsible for the main lines but residents are responsible for their lines from the main to their residences. As lines are found, they will be mapped and leaks will be repaired. Bleeding will continue for the time being and Council will continue to do everything possible to get funding for the replacement of the system.
Water Users were presented with a financial report to October 31st, 2007 and a letter from Mr. Latter, explaining the difference between the financial reports and FIR numbers, was available.
Mayor Belanger will respond to Mrs. Marcella’s and Mr. Sutton’s letters.
Mr. Doug McLeod suggested that a light be installed at the entrance of the driveway of the Municipal Complex. Mr. Dufresne will look into this.
Council reviewed a survey plan previously done for the University Headframe. This plan will be reviewed with Councillor Beeson before the transfer is completed.
The Family Services and Food Bank are holding the Fourth Annual Christmas Hamper Challenge.
Correspondence received from the Town of Latchford regarding brushing on Murphy Mill Road was reviewed. Works Foreman, Daryl Dufresne will look into this matter.
The Tri-Town & District Chamber of Commerce will host the Radio Auction again this year on November 29th, 2007.
