BE IT RESOLVED THAT the General Accounts in the amount of $189,997.93 and Payroll in the amount of $25,555.92 be passed and paid. Carried.

BE IT RESOLVED THAT By-Law No. 04-32 be read a third and final time and be passed and enacted. Carried.
Mr. Cleroux tabled the October 29th Economic Development Committee minutes. Mr. Cleroux advised high speed internet would be delayed until Spring in the Township of Coleman. The Clerk-Treasurer to request an explanation from NEOnet for this delay.
Miss Renaud advised Council should devise a strategy to approach the Ministry of Natural Resources for the purchase of Crown Land along the Montreal River. A proposed environmentally friendly pilot project for Crown Land Development Initiative will be compiled and presented to the Minister of Natural Resources.

WHEREAS council for the corporation of the Township of Coleman is in the process of developing an Economic Development Plan for their municipality;
AND WHEREAS one of Coleman’s most valuable resources is waterfront property;
AND WHEREAS a vast majority of this land is Crown land;
AND WHEREAS Council intends to pursue the implementation of an environmentally friendly pilot project utilizing some of this Crown land;
THEREFORE BE IT RESOLVED that the Honourable Donna Cansfield, Minister of Natural Resources, be notified of the Township of Coleman’s intentions and respectfully request the Ministry’s cooperation in the development of this project. Carried.
Miss Renaud advised only one application can be submitted to Trillium at one time. She will look other funding avenues for the Strategic Planning Weekend to be held early next year.
Motion 07-11-11 MOVED BY A. Chitaroni and SECONDED BY Pat Tresidder:
BE IT RESOLVED THAT this motion is presented to the Council of the corporation of the Township of Coleman in order to approve applying to the South Temiskaming Community Futures Development Corporation Local Initiative Fund (LIF). This will enable Coleman to apply to receive $5,000.00 to help it develop its community profile and business plan, a project done in conjunction with its partner communities: Cobalt, Latchford and Temagami. Carried.
The Calendar Contest is progressing very well. Other suggestions were presented and estimates will be requested for these. Prizes for the contest were discussed and approved by Council.
A discussion was held regarding the Refinery Townsite Septic System bed. Two quotes have been received. Works Foreman, Daryl Dufresne will investigate the possibility of repairing rather replacing the septic system bed.
Correspondence received from Mrs. Cathy Marcella regarding the Coleman Water Distribution System was reviewed. The Clerk-Treasurer to forward the most recent 2006 financial report.
Councillor Perry reported on the FONOM meeting held November 9th, 2007. Committees will be built for each topic discussed during the Northern Summit – Health, Transportation, Education, Energy, Natural Resources. Councillor Perry will head the Natural Resources Committee.
Mr. Ross Latter was in attendance to present the Engagement Letter which will be signed by Council. He also presented his Independent Letter, discussed Internal Control and Capital Asset Accounting. A meeting will be held in December with Clerks to discuss this matter.
Council reviewed correspondence received from the Ministry of Natural Resources regarding the 2007 Bear Wise Community Funding. No funding was allocated to the Township of Coleman.

BE IT RESOLVED THAT Works Foreman, Daryl Dufresne, be authorized to hire a small backhoe to investigate the Refinery Townsite Septic System bed with Leroy Robinson General Contracting Ltd and proceed with repairing minor problem;
AND FURTHER Mr. Dufresne be authorized to hire Leroy Robinson General Contracting Ltd. To replace the septic bed if it is deemed to be necessary. Carried.
Council reviewed the NEOnet questionnaire. Ms Renaud will respond to the questionnaire.

BE IT RESOLVED THAT the Clerk-Treasurer be authorized to pay $159.30 which represents a 30 cents per capita grant for the 2008 Community Living South Temiskaming. Carried.
Motion 07-11-14 MOVED BY Pat Tresidder and SECONDED BY A. Chitaroni:
WHEREAS Waste Diversion Ontario and Stewardship Ontario, in collaboration with the Ontario Ministry of the Environment have implemented Ontario’s Municipal Blue Box program, which financially supports the recycling of materials;
AND WHEREAS tires are being stockpiled, burnt and disposed of on roadsides and lots throughout the Province of Ontario;
AND WHEREAS tires can be recycled into useful products;
BE IT RESOLVED THAT The Council of The Corporation of the Township of Coleman fully supports the Municipality of Morris-Turnberry ’s request that the Provincial Government seek to develop a program that will provide a rebate for the tire disposal, either a new program or an enhancement to the current Stewardship Ontario program. Carried.

BE IT RESOLVED THAT The Council of The Corporation of the Township of Coleman fully supports the City of Waterloo ’s request that the Federal Government and the Provincial Government review and verify the safety of all chemical pesticides that the provincial government or provincial agencies have approved for sale and use in Canada and the Province of Ontario;
AND FURTHER that the Ontario Provincial government be reminded of its promise to legislate on the use and sale of cosmetic chemical pesticides in the province of Ontario. Carried.

BE IT RESOLVED THAT Linkdrilling Limited be authorized to decommission the Refinery Township Well – cost estimate $1,860.30. Carried.
